Assessment & Qualification

Assessment & Qualification

  • When a student enrolls in Rochester School District and is identified as being a second language learner, they are given the state bilingual assessment to determine whether they qualify for English Learners (EL) services.
  • Once they qualify for services, every Bilingual student is required to be assessed annually with the ELPA 21 to track their growth in English proficiency.
  • There are 3 levels of proficiency: Emerging (Level 1), Progressing (Level 2), and Proficient (Level 3).
  • Once students achieve the Proficient level , they are exited from the EL program. Students who have exited the program are monitored for two additional years to ensure continued academic success.
